The predecessor of the clutch bag was used by Victorian women to carry a handkerchief and, interestingly enough, smelling salts. It went out of style and finally returned after WWII as rationing influenced women to simplify. The clutch bag became an evening bag after the war ended. It has apparently kept this function, as women mostly carry clutch bags on those nights out.
